Amends the Federal Water Pollution Control Act to allow the Army Corps of Engineers to issue expedited general permits for dredged or fill material disposal in areas where the President has declared a major disaster or emergency under the Stafford Act

General permits issued under this provision are valid for 18 months from the date of the disaster declaration and must be developed through programmatic consultation with the Secretaries of Interior, Commerce, and Agriculture

Activities authorized under these expedited permits are exempt from individual Endangered Species Act Section 7(a)(2) consultation requirements, provided they use agreed-upon best management practices designed to avoid or minimize harm to threatened or endangered species and critical habitats

Requires the Army Corps to coordinate with state fish and wildlife agencies within 30 days of a disaster declaration and to establish national guidance ensuring consistent implementation across all Corps districts
