Prohibits the United States Agency for Global Media (USAGM) and its component networks from distributing program material within the United States or using appropriated funds to influence domestic public opinion

Requires USAGM materials prepared for foreign dissemination to be transferred to the Archivist of the United States for potential domestic distribution only after a 12-year waiting period from initial foreign release

Amends Section 501 of the United States Information and Educational Exchange Act of 1948 and Section 208 of the Foreign Relations Authorization Act (Fiscal Years 1986 and 1987) to codify these restrictions

Exempts programs under the Mutual Educational and Cultural Exchange Act of 1961 from the domestic distribution ban, and permits USAGM employees to respond to public inquiries about agency operations

Designates the Archivist as official custodian of released materials, requiring fees to cover distribution costs that are deposited into the National Archives Trust Fund
