Secretary of Transportation to establish a prize competition with minimum $45,000,000 purse for developing passive, consumer-ready anti-drunk driving technology (breath-based, touch-based, or sensor technology) that prevents drivers at or above the legal BAC limit from operating vehicles

Traffic Safety Enforcement Center of Excellence to be established within DOT within 1 year, providing technical assistance to states and law enforcement on evidence-based traffic safety enforcement strategies, with $5,000,000 authorized annually starting FY2026

National Drug Involved Crash Data Collection System to be created by NHTSA to collect standardized toxicology data from states, link crash data with medical records, and report annually on drug-impaired driving trends, with $30,000,000 authorized annually for FY2026-2031

Competition open to individuals, private entities, nonprofits, academic institutions, and consortia, with $50,000,000 total authorized from Highway Trust Fund available through end of FY2028

Secretary must report to Congress within 15 days of awarding prize and submit comprehensive program results report within 3 years of enactment
