Prohibits large banking institutions (over $50 billion in consolidated assets) from paying discretionary bonuses to senior executive officers when subject to a "matter requiring immediate attention" from federal banking regulators

Bonus freeze remains in effect until the regulatory matter is resolved to the satisfaction of the appropriate Federal banking agency

Provides an exception allowing bonuses if the institution submits a remediation plan with an implementation timeline that is accepted by the regulator

Applies to bank holding companies exceeding $50 billion in assets, their bank subsidiaries, and standalone banks over $50 billion
