Amends 18 U.S.C. § 2251(a) to expand sexual exploitation of children provisions to cover coercing minors to be "depicted engaging in" sexually explicit conduct, not just engaging in the conduct itself

Amends 18 U.S.C. § 2260(a) to apply the same expanded language to sexually explicit depictions of minors produced for importation into the United States

Adds a new definition of "engage in" under 18 U.S.C. § 2256 that includes both actual participation by the minor in sexually explicit conduct and the depiction of the minor in such material

Creates criminal liability for defendants who intentionally include a minor in a visual depiction of sexually explicit conduct, regardless of whether the minor actually participated in the conduct
