Caps total annual grant funding at $10 million, with individual grants limited to 75% of facility development costs; uses a graduated scale providing higher federal shares for communities with lower populations or income levels

Eligible recipients include state, local, and tribal governments and nonprofit corporations; covers domestic animals such as dogs, cats, guinea pigs, hamsters, rabbits, and birds not kept for commercial purposes

Requires the Secretary of Agriculture to finalize implementing rules within 180 days and begin issuing grants and loans within 1 year of enactment

Reserves 3-5% of appropriated funds for technical assistance grants to help entities with planning, applications, and facility administration; mandates biennial reports to Congress on program outcomes
