Amends Section 992(e) of title 10, U.S. Code to transfer financial literacy survey authority from the Director of the Defense Manpower Data Center to the Secretary of Defense

Requires surveys to assess financial literacy levels among enlisted members E-7 and below and commissioned officers O-4 and below, including preferred education delivery methods (in-person, online, mobile apps, peer-to-peer, counseling)

Mandates surveys identify service members' priority financial topics: income management, debt/credit repair, saving/investing, home buying, transition planning, insurance, tuition assistance, and deployment financial planning

Directs the Secretary of Defense to improve tracking systems for completion of financial readiness training and identify causes of non-completion among Armed Forces members

Requires the Secretary to establish a timeline for implementing standardized performance measures to evaluate DoD financial education effectiveness and submit an implementation strategy to Congress
