Homeland Security Investigations (HSI) would be transferred out of U.S. Immigration and Customs Enforcement within 2 years to become a separate entity within the Department of Homeland Security, led by a Senate-confirmed Director.

U.S. Immigration and Customs Enforcement would be renamed to "U.S. Immigration Compliance Enforcement" following the transfer.

The Secretary of Homeland Security and Attorney General must develop updated investigative guidelines for HSI and conduct a joint review evaluating overlap with other federal agencies in areas including transnational crime, human trafficking, child exploitation, narcotics, and financial crime.

Progress reports on the transfer must be submitted to Congress every 180 days until completion.

All existing personnel, property, records, appropriations, legal proceedings, and contracts would transfer to the new entities with continuity of operations preserved.
