Requires VISN Directors to be presidential appointees confirmed by the Senate, and mandates that licensed healthcare employees at VISN headquarters work at least one day per week providing direct patient care

Directs the Secretary to submit a comprehensive workforce reorganization plan within 180 days and achieve compliance with staffing limits within 3 years, while offering displaced clinical staff transfers to patient care positions

Establishes triennial reviews of VISN structure and operations, with reports to Congress, and requires annual reporting on headquarters employment levels and budget impacts
