Removes the existing prohibition on federal housing assistance for students enrolled in institutions of higher education by striking paragraph (1) from Section 327(a) of the 2006 Appropriations Act

Grants the HUD Secretary authority to waive tenant-based housing assistance requirements under Section 8 for eligible students living in institution-maintained student housing facilities

Protects housing assistance received under this waiver from being counted as income when determining eligibility for federal student financial aid, cooperative education program earnings calculations, or National and Community Service Act living allowances

Excludes housing assistance from income calculations used to determine child support obligations
