Requires at least $400 million annually from the Global Health Programs account for training local healthcare providers to prevent and treat the leading causes of maternal death: hemorrhage, hypertensive disorders, sepsis, obstructed labor, and miscarriage complications

Prohibits funds from being used for abortion or abortion-related services, and mandates promotion of natural fertility awareness methods rather than contraception

Targets the first 1,000 days of life (conception to age 2) with nutrition support, neonatal resuscitation training, and treatment of infant mortality causes including premature birth and neonatal infections

Requires biennial reports to Congress detailing provider trainings conducted, facility upgrades, maternal and infant mortality data, and estimated lives saved in served regions
