Designates approximately 924,440 acres of BLM land in Malheur County, Oregon as wilderness across 22 separate wilderness areas, including Mary Gautreaux Owyhee River Canyon Wilderness (195,197 acres) and Upper West Little Owyhee Wilderness (93,199 acres)

Establishes the Malheur County Grazing Management Program providing operational flexibility to grazing permittees, allowing seasonal adjustments of up to 14 days to livestock positioning, pasture rotation, and water structure placement with written notice

Creates the 8-member Malheur C.E.O. Group to propose and oversee ecological restoration, range improvement, invasive species management, and economic development projects on federal and non-federal lands in the county

Transfers approximately 28,234 acres to be held in trust for the Burns Paiute Tribe, including Jonesboro Ranch lands and Castle Rock area, and establishes a Castle Rock Co-Stewardship Area with tribal management agreements

Designates two Special Management Areas (Keeney Creek at 23,431 acres and Clark Ranch at 17,443 acres) closed to new rights-of-way and mineral entry, while allowing continued livestock grazing, fire suppression, and invasive species control
