Secretary of the Interior may issue citations and assess civil penalties for traffic violations recorded by speed safety cameras on National Park System highways, after providing notice and a hearing opportunity

Revenue collected from speed camera citations may be spent without further appropriation on highway and parking facility construction and maintenance within the park unit where the citation was issued, as well as on speed camera installation, repair, and maintenance

Secretary may enter into contracts with private parties for installing, repairing, maintaining, or replacing speed safety cameras

Speed cameras may only be used in accordance with the state law of the state where the highway is located

Applies to highways administered by the Secretary of the Interior within National Park System units; excludes handheld radar and devices used for on-the-scene traffic stops
