Adds Little Rock Creek and its tributaries (totaling approximately 20 miles across 5 segments) to the National Wild and Scenic Rivers System, with classifications ranging from wild to recreational river status

Requires the Secretary of Agriculture to complete studies within 3 years on potential wild and scenic river designation for East Fork, North Fork, and West Fork San Gabriel River segments (totaling 25.3 miles)

Withdraws designated wilderness areas from mineral entry, mining claims, and geothermal leasing while permitting fire management activities, recreational rock climbing, horseback riding, and military overflights

Guarantees Indian Tribes access to designated areas for traditional cultural and religious purposes, with authority for temporary closures to protect tribal privacy during such activities
