Requires grantees to develop resiliency frameworks updated every 5 years covering environmental hazards, economy/workforce, infrastructure, health/social services, and housing

Authorizes $100 million annually for fiscal years 2025-2030, with 10% reserved for Indian tribes allocated through competitive grants

Grants must cover a minimum of 24 months of activities and may be used for establishing resiliency offices, developing planning tools, providing technical assistance to local governments, and paying non-federal cost shares

Prioritizes applications from states demonstrating greatest need, identifying vulnerabilities in disadvantaged communities, and providing subgrants to entities adhering to prevailing wage provisions
