VA medical center directors must submit annual fact sheets to the Secretary of Veterans Affairs and Congress containing statistics on veterans treated, appointments conducted, most common conditions, patient satisfaction, facility improvements, and areas of specialization such as women veterans' services, suicide prevention, and homelessness efforts

Quarterly fact sheets reporting average wait times for treatment must also be submitted and made publicly available both physically at facilities and on facility websites

Enrolled veterans who call to schedule appointments must have their appointments scheduled during that same phone call, regardless of the prospective appointment date, with this requirement taking effect 180 days after enactment

When VA medical center directors are detailed to different positions, the Secretary must notify Congress within 90 days, appoint an acting director within 120 days, and either return the director or begin hiring a replacement within 180 days (with waivers available up to 540 days total)

All requirements in the Act sunset three years after enactment
