Secretary of Defense must establish a digital complaint system within 18 months for TRICARE beneficiaries to report access issues at military medical treatment facilities and track complaint status in real time

Complaints filed through the system will be automatically transmitted to Department of Defense patient advocates and aggregated quarterly for the Director of the Defense Health Agency

Annual reports due to Congress by March 1 must detail total complaints filed and break down data by facility, including specialty vs. primary care, pediatric vs. non-pediatric, and administrative barriers vs. other access issues

Reports must identify the most common access complaints at each facility and summarize steps taken to reduce complaints
