Limits IVF coverage to three completed oocyte retrievals per calendar year and mandates single embryo transfers unless medically indicated per American Society for Reproductive Medicine guidelines

Prohibits Department of Defense funds from being used for preimplantation genetic screening, human cloning, international surrogacy, or artificial womb technology

Establishes a fertility treatment coordination program to ensure timely care and requires training for community health care providers on the unique needs of military families

Applies to services provided on or after October 1, 2027, and excludes former members of the Armed Forces from coverage
