Prohibits denial of federally assisted housing to individuals who use, possess, distribute, sell, or manufacture marijuana in compliance with state law where the activity occurs

Amends the United States Housing Act of 1937 and Quality Housing and Work Responsibility Act of 1998 to exclude state-legal marijuana activity from definitions of "drug-related criminal activity" and "illegal use of a controlled substance"

Bars public housing agencies and owners of federally assisted housing from establishing admission standards that prohibit households with members engaged in state-legal marijuana activities

Requires HUD to issue regulations within 90 days restricting marijuana smoking in federally assisted housing in the same manner and locations as tobacco smoking is restricted under existing public housing rules

Defines "State" to include U.S. states, District of Columbia, and all U.S. commonwealths, territories, and possessions for purposes of the marijuana-related exceptions
