Amends Title 23 of the United States Code to add "traffic incidents in school zones" as eligible programming under State highway safety programs, alongside existing school bus safety provisions

Directs the Secretary of Transportation to issue regulations specifying eligible school zone safety improvements, including crossing guards, flashing lights and beacons, visible signage and markings, crosswalks, pedestrian islands, traffic lights, automated traffic enforcement, and Safe Routes to School non-infrastructure programs

Increases the State highway safety program allocation threshold from 40 percent to 50 percent

Congressional findings cite approximately 100 students killed and 25,000 students injured annually in traffic incidents while walking to or from school
