CIA Director must submit an intelligence assessment on the Sinaloa Cartel and Jalisco Cartel to Congress within 90 days of enactment, in consultation with other intelligence community elements

Assessment must cover each cartel's leadership, organizational structure, subgroups, presence across Mexican states, and cross-border drug smuggling routes

Report must detail practices for importing precursor chemicals, producing synthetic drugs, and smuggling them into the U.S., including how cartels tailor fentanyl products to attract wider consumers including unwitting users

Assessment must include estimated annual revenue from illicit drug sales disaggregated by drug type, identification of main chemical suppliers and brokers, and cartel efforts to undermine U.S. and Mexican counternarcotics operations

Report may be submitted in classified form to defense, intelligence, foreign relations, homeland security, banking, and appropriations committees in both chambers
