Secretary of Veterans Affairs must establish a pilot program by October 1, 2027 allowing certain active-duty service members to pre-enroll in the VA's annual patient enrollment system before separating from military service

Eligible service members can pre-enroll during the 180-day period before their separation date; eligibility is limited to those who served in combat operations as described in section 1710(e)(1)(D) of title 38

VA must coordinate with the Department of Defense and Department of Homeland Security to create the pre-enrollment mechanism, with briefings to Congress every 180 days on implementation progress

Annual reports to Congress required detailing participation numbers, enrollment outcomes, and demographic data including age, ethnicity, service duration, grade, and branch of service

Pilot program terminates 3 years after enactment, with GAO required to submit an effectiveness analysis and recommendations within 2 years after termination
