Amends Title 23 of the U.S. Code to allow recipients of Highway Safety Improvement Program, National Highway Freight Program, and National Priority Safety Program grants to use funds for developing, acquiring, or deploying predictive analytics, telematics, and other validated safety data tools

Requires state highway safety improvement programs to incorporate predictive analytics and telematics for risk modeling, highway safety planning, and proactively identifying high-risk roadway segments

Directs the Administrator to determine within 1 year whether operating standards are needed for intelligent freight transportation systems and report findings to Congress

Requires the Secretary of Transportation to issue guidance within 1 year on best practices for anonymizing safety data, protecting personally identifiable information, and ensuring predictive tools use validated methodologies such as actuarial validation and behavioral risk analysis

Mandates coordination across DOT agencies (FHWA, NHTSA, FMCSA, FRA) on predictive safety tools and consultation with the Secretaries of Energy and Commerce to ensure interoperability across federal programs
