Sanctions include blocking of property, visa revocation and inadmissibility to the U.S., prohibition on loans from U.S. financial institutions, and restrictions on foreign exchange transactions

Directs U.S. Executive Directors at international financial institutions to oppose and suspend loans or assistance to El Salvador's government, except for humanitarian purposes

Requires a report within 90 days on El Salvador's use of Bitcoin and cryptocurrencies for corruption, graft, and sanctions evasion, including details on funds used, exchanges, wallet addresses, and individuals with access

Prohibits all U.S. funds from being made available to El Salvador's government until the President certifies the government has ceased human rights violations and stopped participating in schemes to deprive U.S. residents of constitutional rights (certification cannot occur until 4 years after enactment)
