Establishes an integrated coastal observations system to coordinate monitoring of water quality impacts on marine resources, deploy new technologies, and support the Chesapeake Bay Interpretive Buoy System along the Captain John Smith Chesapeake National Historic Trail

Creates a Chesapeake Bay watershed education and training program with grants for classroom education, teacher professional development, meaningful watershed experiences, and career pathway internships for students

Authorizes a Coastal Living Resources Management and Habitat Program supporting native oyster restoration, fish and shellfish aquaculture, submerged aquatic vegetation restoration, and habitat mapping for species including blue crabs, striped bass, and menhaden

Requires biennial reports to Congress on Office activities and restoration progress, including 2-year action plans with recommended research, monitoring, and data collection activities
