Secretary of Defense shall design and produce the "Atomic Civilians Commemorative Service Medal" to honor civilian employees and contractors who contributed to U.S. atomic and nuclear weapons programs

Medal eligibility includes those who participated in atomic weapon detonations, cleaned up radioactive material from atmospheric tests or weapon accidents, or were exposed to ionizing radiation from WWII atomic weapon use

Medals may be issued to eligible individuals upon request or to next-of-kin of deceased eligible individuals

Secretary of Defense shall establish a $75,000 compensation program for civilian employees and contractors who participated in radioactive cleanup and were diagnosed with specified cancers including leukemia, thyroid, breast, lung, brain, and ovarian cancers among others

Compensation awards shall be offset by any payments previously received under the Radiation Exposure Compensation Act
