Summary of H.R. 6903 - Ensuring Children Receive Support Act

• Secretary of State must revoke U.S. passports for individuals with child support arrearages exceeding $2,500, upon certification from the Secretary of Health and Human Services
• Amends Section 452(k) of the Social Security Act to change passport actions from discretionary ("may revoke, restrict, or limit") to mandatory ("revoke")
• Requires notification to affected individuals of the intent to revoke their passport
• Provides an emergency exception allowing the Department of State to issue temporary, limited-duration passports for individuals abroad who need to return to the United States
• Introduced December 18, 2025, with bipartisan sponsorship (Rep. Van Duyne and Rep. Panetta), referred to Ways and Means and Foreign Affairs committees
