Amends the Better Utilization of Investments Leading to Development Act of 2018 to strengthen the Chief Development Officer position at the U.S. International Development Finance Corporation (DFC)

Removes requirement for Board approval of the Chief Development Officer appointment, shifting approval authority to the Chief Executive Officer

Expands the Chief Development Officer's required expertise from "development" to "international development and development finance"

Adds new responsibilities including advising DFC leadership on international development policy, representing the Corporation in interagency meetings, and serving as ex officio member of the Development Finance Advisory Council

Requires the Chief Development Officer to coordinate with federal agencies and U.S. country teams overseas, manage employees dedicated to development impact evaluation, and ensure development policy interests align with foreign policy and national security goals
