Individuals convicted of certain federal felonies related to fraud against federal programs must be placed on the System for Award Management (SAM) Exclusions list for 3 years, barring them from federal contracts, grants, loans, and other financial assistance

Covered felonies include fraud, theft of government funds, false claims, identity theft, wire fraud, mail fraud, bank fraud, money laundering, and Small Business Act violations (18 U.S.C. sections 286, 287, 371, 641, 666, 1001, and others)

The Attorney General must notify the Administrator of General Services of each conviction, who then enters the exclusion into the SAM system

Agency heads may grant written exemptions from the exclusion requirement and must immediately transmit copies of such exemptions to Congress

The Attorney General and GSA Administrator must issue implementation guidance within 1 year of enactment
