Requires all voters in federal elections to present government-issued photo identification AND proof of U.S. citizenship before receiving a ballot, whether voting in person or by mail

Acceptable citizenship documents include: valid U.S. passport, certified birth certificate showing U.S. birth, naturalization certificate, Consular Report of Birth Abroad, military records showing U.S. birthplace, or American Indian Card with "KIC" classification

Voters who cannot present required documentation may cast a provisional ballot, which will only be counted if citizenship is subsequently verified by election officials

Creates new criminal penalties for providing material assistance to noncitizens attempting to vote and for election officials who provide ballots to individuals without proper identification and citizenship proof

Takes effect for the November 2026 general election and all federal elections thereafter; amends the Help America Vote Act of 2002 and the National Voter Registration Act of 1993
