Increases the monthly special pension for Medal of Honor recipients from the fixed rate of $1,406.73 to a variable rate tied to VA disability compensation under section 1114(m), adjusted to the next intermediate rate under section 1114(p)

Prevents double cost-of-living adjustments by prohibiting the Secretary from increasing the special pension in any year when it has already been increased through the new rate formula

Extends certain pension payment limits from November 30, 2031 to January 31, 2033

Applies to all living Medal of Honor recipients listed on the Army, Navy, Air Force, and Coast Guard Medal of Honor Roll
