Establishes a HUD technical assistance program to help faith-based organizations, institutions of higher education, and local governments develop affordable rental housing on their properties, with $25 million authorized for FY2026 and $10 million annually for FY2027-2031

Creates a competitive Challenge Grant program for state and local governments that have policies removing barriers to affordable housing development on faith-based and higher education properties, with $50 million authorized annually for FY2026-2031

Defines affordable rental housing as units charging no more than 30% of household income for households at or below 100% of area median income

Prioritizes housing for families below 60% of area median income, extremely low-income families, homeless individuals and veterans, people with disabilities, and intergenerational families

Allows grant funds to be used for removing local policy barriers, providing outreach and technical assistance to faith-based organizations and universities, and making grants and loans for affordable housing projects
