Allocates 70% of appropriated funds to states for administration of the Commodity Supplemental Food Program under the Agriculture and Consumer Protection Act of 1973.

Directs 20% of funds to states for administration costs under the Emergency Food Assistance Act of 1983.

Provides 10% of funds to states for administration of the Seniors Farmers' Market Nutrition Program under the Farm Security and Rural Investment Act of 2002.
