Amends the Food and Nutrition Act of 2008 to exclude cost-of-living adjustment (COLA) increases from income calculations for SNAP eligibility and benefits through September 30 of each fiscal year

Applies to COLA increases from Social Security (Titles II and XVI), Railroad Retirement benefits, and VA compensation for veterans with service-connected disabilities

Excludes supplementary payments under Section 1616 of the Social Security Act from SNAP income calculations entirely

Protects households already certified for SNAP or receiving allotments in the month before a COLA takes effect

Takes effect on October 1, 2027
