Authorizes the Secretary of State to allow public libraries organized as non-governmental, non-profit, charitable organizations, or trusts to serve as passport acceptance facilities and collect and retain the passport execution fee

Requires the Secretary of State to authorize all public libraries that previously served as passport acceptance facilities within 30 days of enactment, provided they were compliant with State Department regulations

Mandates a report to Congress within 30 days documenting compliance with the library authorization requirement, or explaining any non-compliance

Amends the Passport Act of 1920 (22 U.S.C. 214) to add public libraries alongside state/local governments and the U.S. Postal Service as authorized passport acceptance entities
