Amends Section 115(b) of the Department of State Authorization Act (Fiscal Years 1984 and 1985) to expand funding restrictions if Israel is illegally expelled from a UN organ or agency

Prohibits all funds from the Department of State or any other federal department or agency from being used for contributions, grants, or other payments to any UN body that illegally expels Israel

Applies to both voluntary and assessed contributions to the offending UN organ or agency

Funding prohibition remains in effect until the illegal expulsion action is reversed
