Requires the House and Senate Budget Committee chairs to conduct a joint hearing within 45 business days after the Treasury Secretary submits the executive branch's audited financial statement to Congress

Comptroller General must present audit findings and analysis of the federal government's financial position, including net operating cost, budget deficits/surpluses, and long-term fiscal sustainability measures

Presentation must follow GAO standards to ensure professional, objective, nonpartisan, and fact-based information

Hearings must be open to the public with radio, television, and photography coverage permitted

Any Senator or House Member may participate in the joint hearing regardless of Budget Committee membership
