Establishes a Center for Conflict Analysis, Planning, and Prevention within the Department of State, led by a Director who reports to the Under Secretary for Political Affairs

Center staffing capped at 20 full-time State Department employees, including personnel available for temporary deployment to embassies in conflict-affected or at-risk regions

Director and Center responsibilities include developing conflict analysis methodologies, forecasting violent conflict hotspots, supporting peace negotiations, and coordinating implementation of the Global Fragility Act of 2019

Center will provide strategic gaming, "red team" exercises, and table-top simulations to test foreign policy options, plus support Foreign Service officer training on conflict prevention and mediation

Analytic products from the Center must be disseminated to relevant State Department stakeholders and other U.S. government agencies as appropriate
