Secretary of State must submit risk assessments to Congress within 180 days of enactment and annually for three years on threats from foreign adversaries using generative AI for malicious activities

Assessments must analyze incidents where adversaries used AI for propaganda, influence operations, weapons development (chemical, biological, radiological, nuclear), cyber operations, and military/surveillance capabilities

Reports must include emerging trends, attribution to specific adversaries, implications for U.S. foreign policy, and recommendations to mitigate risks to the U.S. and allies

Assessments submitted in unclassified form with optional classified annex; unclassified portions must be posted on State Department public website

Foreign adversaries defined as "covered nations" under 10 U.S.C. 4872(f), which includes China, Russia, Iran, and North Korea
