Extends the TIFIA (Transportation Infrastructure Finance and Innovation) program funding authorization from fiscal years 2022-2026 to fiscal years 2027-2031, and the Railroad Rehabilitation and Improvement Financing (RRIF) program through the same period.

Defines "transit-oriented development projects" as developments within ½ mile of transit facilities that include residential, commercial, or mixed-use components with private investment and demonstrated ability to generate revenue for transit stations.

Creates "attainable housing projects" category for developments serving households up to 120% of area median income, with majority of units affordable to those at 80% or below, offering reduced interest rates at ½ the Treasury Rate.

Establishes delegated origination and underwriting programs allowing approved servicers to handle loan origination and creditworthiness assessments, modeled on HUD's Multifamily Accelerated Processing system, to streamline financing for transit-oriented development.

Provides NEPA categorical exclusions for certain transit-oriented development activities including office-to-residential conversions and construction on previously disturbed transportation land.
