Individuals with final convictions for crimes of violence from any federal, state, or local court become permanently ineligible for federal civil service positions and must be removed if currently employed

Federal government prohibited from contracting with convicted individuals or entities where such individuals hold positions providing goods/services, serve as officers/directors, or have controlling ownership interests

"Crime of violence" defined per 18 U.S.C. § 16, excluding offenses that carry substantial risk of physical force (subsection b offenses)

Director of Office of Management and Budget may grant waivers for contracting prohibitions if termination would impose unique or undue burden on the government

Federal Acquisition Regulation must be revised within 6 months of enactment; contracting prohibitions apply retroactively to existing contracts
