Amends the Food and Nutrition Act of 2008 to expand SNAP (food stamp) eligibility for households receiving energy assistance

Allows households to qualify for the standard utility allowance if they received payments greater than $20 annually under the Low-Income Home Energy Assistance Act of 1981 (LIHEAP) or similar state energy assistance programs within the current month or preceding 12 months

Treats state energy assistance payments as money payable directly to the household for purposes of determining SNAP income eligibility

Counts energy expenses paid on behalf of a household through state assistance programs as out-of-pocket expenses incurred by the household for benefit calculations
