Permits five U.S. territories and commonwealths to provide statues to the National Statuary Hall Collection: American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the United States Virgin Islands

Requires territory statues to meet the same specifications that apply to statues provided by states under existing law (2 U.S.C. 2131)

Amends the Legislative Branch Appropriations Act of 2001 (2 U.S.C. 2132) to expand the definition of "State" to include the five territories for purposes of statue replacement procedures

Directs the Architect of the Capitol to take necessary measures to acquire the statues and implement the Act on behalf of the Joint Committee of Congress on the Library
