Courts may impose sentences below statutory minimums for "youthful victim offenders" to account for the effect of trauma on the offender's conduct

Courts may suspend any portion of an imposed sentence for youthful victim offenders

"Youthful victim offender" is defined as an individual under age 18 convicted of a violent offense against someone who, within the prior year, subjected them to sex trafficking, sexual abuse, sexual exploitation, or transportation for illegal sexual activity

The U.S. Sentencing Commission is directed to review and amend its guidelines and policy statements to align with these provisions

Applies only to convictions entered on or after the date of enactment
