Amends the Elementary and Secondary Education Act of 1965 to increase federal funding reservations for charter school programs: from 12.5% to at least 15% for one category, from 22.5% to at least 25% for another, and establishes at least 30% for a third category.

Expands eligible grant uses to include adding or expanding curricular programs at high-quality charter schools, such as new academic programs, personalized learning, and new curricular approaches that enable additional student enrollment.

Allows State entities to accept approved charter authorization applications in lieu of requiring separate subgrant applications, provided the charter was authorized under state law in the preceding year.

Explicitly permits single-sex charter schools and services, and requires charter schools receiving funds to address student transportation needs.

Reduces regulatory burden by directing the Secretary of Education to consult with charter school operators before issuing proposed rules and to promulgate only regulations necessary for administration without imposing additional nonstatutory requirements.
