Amends Title 46 of the U.S. Code to restrict vessels from entering U.S. ports if they have transited certain designated foreign ports, harbors, or marine terminals in Western Hemisphere countries with U.S. free trade agreements

Authorizes the President to designate foreign ports for restriction if a foreign government has nationalized or expropriated port facilities owned or controlled by U.S. persons, or taken actions with similar effect

Applies only to ports accessible exclusively through land owned or controlled by U.S. persons, and exempts situations where the matter is subject to pending arbitration under a free trade agreement

Creates exceptions allowing restricted vessels to enter U.S. ports during emergencies or when authorized by the U.S. property owner

Requires the President to remove port designations when the foreign country returns the property, provides adequate compensation in convertible currency, or the dispute is otherwise resolved to the President's satisfaction
