Prohibits entrance fee waivers or reductions at National Park System and National Wildlife Refuge System units to commemorate a sitting President's birthday

Creates an exception allowing such waivers if the President's birthday falls on a federal holiday listed in 5 U.S.C. 6103

Applies to all units where entrance fees are charged under the Federal Lands Recreation Enhancement Act (16 U.S.C. 6802(e)(1))

Officially titled the "Protecting America's Resources from Kings Act" or "PARK Act"
