Requires the VA Secretary to establish an investigational research program within 90 days for treating veterans with conditions including PTSD, chronic pain, depression, anxiety, substance use disorders, and traumatic brain injury

Authorizes clinical trials and compassionate/extended access protocols using psychedelic and entactogenic therapies including MDMA, psilocybin, ketamine, ibogaine, and 5-MeO-DMT

Permits emerging therapies such as deep brain neurostimulation and hyperbaric oxygen therapy as part of the treatment program

Mandates a report to Congress within one year identifying designated clinics, expected participant numbers, trial outcomes, and a review of treatment safety and efficacy

Includes a two-year sunset provision after which the Secretary may extend or terminate the program at their discretion
