Grants fund adding bus/rail stops and routes serving campuses, increasing service frequency, adjusting schedules for class times, and covering related operating costs

Appropriates escalating funding from $1 million in FY2027 to $5 million in FY2031 for both urbanized area (Section 5307) and rural area (Section 5311) transit programs

Prioritizes applicants where more than 25% of enrolled students receive Federal Pell Grants
