Requires individuals elected to fill House vacancies through special elections to be given the opportunity to take the oath of office and be seated within five legislative days after election results are certified

Overrides existing House rules and other laws that might otherwise delay the swearing-in process for special election winners

Allows newly elected members who decline the five-day swearing-in window to instead take the oath on a date jointly agreed upon with the Speaker of the House

Defines "legislative day" to include any day the House is in session, including pro forma sessions
